Every workforce is different
The standard curve is a national average and no site matches it. Some sizes run out on the first day of issue and others are never touched.
History beats the curve
After one issue, the customer's actual distribution is known. Recording it turns the second order into a fitted one, which is a service the customer notices and a stock problem the supplier stops having.
