Usable lengths going out at scrap rate
In metals the difference between a remnant and scrap is a few centimetres and a record, and without the record everything short becomes scrap.

Cutting stock to length inevitably leaves remnants. Their value depends entirely on whether they can be found when a matching job arrives.
Unfindable equals scrap
A remnant nobody can locate is worth scrap rate regardless of its actual value, so the cutter's decision to bin it is rational given the tools available.
Nesting needs visibility
Planning cuts to minimise waste requires knowing what part-lengths already exist. Where that is unknown, every job is cut from full stock and the remnant pile grows.

- Scrap generation measured per operator and per job type
