Signed off with two items outstanding
A certificate issued ahead of the work it certifies is a liability held by the person who signed it, and the outstanding item is frequently forgotten.

A job is substantially complete and the client wants documentation. Two minor items remain, and everyone intends to finish them next week.
Intent is not a record
The remedial visit competes with new work and loses. The certificate, meanwhile, states a position that is not quite true and carries the certifier's name.
Blocking is the kindness
A system that will not produce the certificate until outstanding items are closed removes the pressure from the individual, who otherwise makes the decision alone, on site, with a client waiting.
